NPC: An electric eel
Long Desc: A long bluish eel darts underneath a wave in search of some food.

As you trudge through the water, you feel a swift current run past your
leg and notice a blueish eel circling the water in search of a bite to eat.
As it moves gracefully throughout the waters, you see it emit low glows of
electricity around its body.  You hope that it isn't you that it's hungry
for.
It is a snake approximately 1'5" tall.
