NPC: A resigned prisoner
Long Desc: A fey prisoner keeps to a corner of the cell making sure no light hits his pale skin.

This unfortunate resident of the faerie plane seems to have had a run-in
with the law enforcement agents of New Rigel.  Because Fey often feel that
they are superior to residents of the physical plane, they seldom obey the
laws of the land.  Confined to a cell with cold iron bars, this prisoner has
very little hope of escaping.
He is a fey approximately 4'8" tall.
