NPC: A wavering specter
Long Desc: A frightening apparition wavers a few feet off the ground.

A piercing, almost imperceptible shriek emanates continuously from this
wavering apparition.  Small bolts of energy lash out from the creature as
the soul rails against the endless torture, screaming for release.  This
specter looks like nothing more than a roiling cloud of darkness, every now
and then taking on the visage of a human.
It is a ghost approximately 5'5" tall.
