This quest is called 'Kinky Lady', for Adventurers levels 180 to 240.
Description of Kinky Lady:
The information I am about to give you must be kept under the most
extreme confidence! A lady friend whom I believed that I could trust is
talking. Frankly, she is ruining my reputation with the nobles and elders
of Sepharia. Extreme measures must be taken to protect the respect I have
earned over a number of years from my subjects. I am entrusting you to help
me rid this problem by silencing the individual who slanders me. Because
she and I have traveled extensively together, you will need to journey to
several different locations to gather items which I have inadvertently left
behind to help keep this secret. Thereafter, I must ask you to silence,
permanently, the lady who speaks too much of my private affairs. Your
confidence and speed in this mission is demanded!
Upon successful completion of this quest you can receive up
to 50 quest points, 5 practice points, 21000 experience points, and 9500 gold pieces.

Phase 1: Recover a silk robe.
Can be found in the Traveller's Retreat in the honeymoon suite — Keyeks
Laundry Gnome, hidden north from the hallway. — Manofroce
Phase 2: Recover a small candle.
Found in the Lonely Dragon Inn (nw of Rune). from enterance (safe) go north, 2east, all north, up. search for a hidden east. candle should be on the ground in the room 'The Wanderers Hideaway'. — Kirali
Phase 3: Recover a pair of silver handcuffs.
The Dark mistress in Sigil drops these. — Kirali
Phase 4: Recover a camel whip.
Desert thorne, camel herder on the west side. — Biggles
Phase 5: Defeat Victoria Wurth.
Rune, in her place west of aldur. — Biggles
Phase 6: Recover a length of rope.
Adventurers in Xaventry drop these. — Kirali
or sold in the Dusty Traveller in 2 north of the south entrance in Xaventry. if one or the other doesn't work. — Kirali
