This quest is called 'Did You Call Me Fat?', for Adventurers levels 240 to 241.
Description of Did You Call Me Fat?:
A recent survey of Sepharians suggests that the average weight of our
people is rocketing. Perhaps this is due to the, pardon the pun,
quickly-expanding convenience foods sector in our economy. Mercenaries and
adventurers, much like yourself, will do anything, chores, assassinations,
good deeds, anything for a reward. With people like you, people like myself
have absolutely no incentive to move! In fact I have noticed that I have
gained a few extra pounds, and I do not like this! Please, go out, and see
what can be done about this. See what people are doing that may be
contributing to this problem also if it isn't too much trouble, could you
bring me a cupcake? Hurry back as that, um, information, is needed!

Phase 1: Visit A burly man.
Check the Horst Road/Elm street area and residences. — Kirali
Phase 2: Visit A fat blob of energy.
Seelie Castle, home of the fat. — Siege
Phase 3: Visit A fat cat.
Wanders around Templeton, Usually found in the numbered streets (First Street, Second Street etc) — Phae
Phase 4: Visit A hungry gray rat.
An ugly gray rat searches around for some food. Track rat in Xaventry, I found one in Above the Town Hall. — Kirri
Phase 5: Recover a cupcake.
Lonley Dragon Inn. Only sold after 6pm. — Nobadii
Have not verified (he didn't have it at the time), but possibly off of Mr. Humphries in the kitchen in Maldra's Keep. CPK. — Jhaero
Usually the Chef's assistant in Maldra's Keep carries them. They're in the rooms on the way to Lord Maldra. — Aerii

Phase 6: Journey to The Mighty Fortress.
Found off in the northwestern part of Templeton just off of Fortress Lane before Templeton castle. — Siege
