This quest is called 'A World Without Melody', for Adventurers levels 240 to 241.
Description of A World Without Melody:
Recently, an adventurer traipsing through Dungeon Wroth found a memo
scribbled in Orcish. Ever hungry for information on the enemy, this note
was taken to Balthazar. Despite severe water damage and illegibility, parts
of the message were picked out. It read "__w weap_n, we w__l be abl_ __
put;a s_op __ _____ _ards, __ " We fear that even with his diminished power
the High Priest may be plotting something regarding bards. Seeing that
bards are usually strong enough to hold their own, and require little to
play music other than their instruments, I would ask that you journey across
Alyria and gather a varied selection of musical instruments and devices.
Should there indeed be a plot against the bards and their tools, I don't
want to live in a world without those beautiful melodies!

Phase 1: Recover a small banjo.

Phase 2: Recover an enchanted silver flute.
Garan in the second mirror of illandrama library has it. Once he pops he moves around sigil and can tele, track is very helpful for finding him. — Tymtek
Phase 3: Recover seashell castanets.
Sold on Market Street, Tellerium by Yelman — Ghostalker
Phase 4: Recover a snare drum.
Can be bought in Pirates Cove or found one one of the musicians there. Also sold by Korwyn in Xaventry. — Nemix
Phase 5: Recover a music theory workbook.
Sold in a shop in Decara. ~Be hopeful that there are some in the Bazaar. — Nemix
Phase 6: Recover a magic mandolin.
