The Winton charter is the decree from the late Lord Templeton that the
lower class members of Templeton are permitted to found a colony in the
northern areas of the continent. However, after his death, Lady Templeton,
who didn't agree to the town's creation, made an addition to the charter.
It now states that the residents are responsible for the loads of trash that
are cleaned from and exported out of Templeton. Unwilling to sacrifice what
they'd fought so long to create, the locals accepted this burden and to this
day hold the Lady in the lowest esteem.
