NPC: A drunken sailor
Long Desc: A drunken sailor is causing trouble here.

Wearing a tattered white sailor's uniform with a blue scarf around his
neck, he has had too many drinks and looks just about to puke any minute.
He looks like in a mood for a fight judging by his rude and brash manner,
irritating patrons with disgusting impersonations of them.  He works at the
merchant ships that dock at the town for a quick refill.
He is a human approximately 5'9" tall.
