NPC: A Lowangen councilman
Long Desc: A Lowangen council member is home taking a break from his duties.

Being one of the wealthiest men in the town, it seems this council member
enjoys showing off his wealth through wearing only the finest fashions
available.  Gold bracelets and diamond rings cover his hands and wrists
while his body is garbed in an impressive garment of dark blue velvet lined
with strips of black cotton.  He feels he is entitled to such luxury after
working so hard to improve the conditions in the town.
He is a human approximately 5'8" tall.
