NPC: A crazed halfling
Long Desc: A dirty and crazed halfling looks up at you with interest.

A small chubby halfling in torn and tattered attire.  It looks as though
most of his clothing has been hand stitched from bits of cloth and animal
hides.  His feet are bare and rather hairy.  He has the look of fear in his
eyes, but its all glazed over now with repression.
He is a halfling approximately 3'1" tall.
