NPC: A captured thief
Long Desc: An elven thief paces across the floor.

This is an elf who has resorted to stealing as a way to earn a living.
Although not many in number here in Xaventry, thieves still exist in the
area.  No matter what Lady Undya can do to stop the petty crimes, criminals
exist in every town.  This character is one of Xaventry's finest and somehow
manages to escape every time the Xaventry guard arrests him.  Though he is
in a cell now, it is only a matter of time till he is out doing what he does
best, freeing the citizens of Xaventry from their gold and other valuables.
He is a elf approximately 4'9" tall.
