NPC: The giant bailiff
Long Desc: A tall ogre bailiff stands here guarding the entrance to the courtroom.

This ogre is pretty large, even by the standard of his race.  He has been
assigned the task of making sure the peace is kept in the courtroom.  From
the looks of him, you realize that not a lot of horseplay goes on inside.
There is a metal key ring on his belt that must open the doors of the
courtroom to the north.
He is a ogre approximately 6'1" tall.
