NPC: A patron of the courts
Long Desc: A patron of the court sits here watching the justice system at work.

There are several patrons in the court room keeping themselves in good
behaviour as a court battle ensues.  Generally there is a good turn out of
people who come to the public hearings, and rarely does any rioting occur.
The giant ogre baliff stands by the door south of here to make sure peace is
kept during the court session.  The patrons are quite aware of his presence.
He is a human approximately 5'8" tall.
