NPC: A flying sea serpent
Long Desc: A huge winged snake, dripping seaweed and slime, hovers here.

This is an enormous sea serpent, genetically gifted with medium-sized
wings that give it the ability to hover a few feet off the ground.  It can't
seem to fly much higher than that, but the tactical advantage of a few feet
is enough to make it a pretty dangerous opponent.  This one appears to have
been tamed - no small feat in itself - and has a harness for riding.
She is a winged snake approximately 5'6" tall.
