Long Desc: A shabby-looking citizen is here, wandering the streets.

This citizen of Decara has been hit with a devestating and dramatic
change of life.  Once he was a regular resident, but after some sort of
misfortune he has lost everything.  He is dressed in worn out clothing, and
seems much dirtier than most people you've seen wandering around.  You want
to feel pity towards him, but his indifferent attitude is rather upsetting.
He is a drow approximately 4'9" tall.
