NPC: A depressed shopkeeper
Long Desc: The shopkeeper is here, looking depressed.

This is the proprietor of the Decara General Store.  Even though he runs
one of the most successful businesses in town, he is still upset because of
the poor quality of his merchandise.  Limited by the lack of materials
underground, he dreams of the day when he can relocate to another city and
sell a much wider selection of goods.
He is a human approximately 5'7" tall.
