Long Desc: A patriotic citizen of Decara is here, commending his town.

Standing here is a proud citizen of Decara extolling the virtues of the
city.  This rather large dracon tells any who will listen of the glorious
accomplishments the town of Decara has achieved for the good of its
citizens.  After listening to this litany for a few minutes you begin to
consider rushing out to see if the streets are indeed paved with gold.
He is a dracon approximately 4'1" tall.
