NPC: An overworked overseer
Long Desc: A thin man watches smugly as his workers work.

Much smaller than the other workers, the overseer is more of a
businessman than a grunt.  While it's not his duty to directly pay the
people below him, he has a fair say in how much of anything anyone gets.  As
a result, this spectacle-wearing, geeky man is given a great deal of
'respect' by his community, though his worn and scarred face shows his
longstanding worry that it is insincere.  He knows that the next
manifestation of that insincerity could be any moment.
He is a human approximately 5'8" tall.
