NPC: A gnome thief
Long Desc: A small gnome sneaks about here, intent on taking what isn't his.

This gnome clutches a small dagger in his tiny fist (which is the size of
your thumb).  Apparently he thinks he can waylay unwary travelers through
the Proving Grounds, despite the fact that he is about an eighth of their
height.  He stares up at you fearfully, hoping you won't hurt him.
He is a gnome approximately 4'3" tall.
