NPC: A park keeper
Long Desc: A park keeper is here, picking up litter.

The park keeper walks about the park in search of litter that has been
dropped upon the ground.  He is well dressed carrying a stick that he uses
to turn things over and spear at papers.  The keeper looks at you with
bright eye's happily waving a friendly hello before hustling off to continue
his work.
He is a human approximately 5'7" tall.
