NPC: Rangart
Long Desc: Rangart is trading jokes with a friend here.

Rangart is a somewhat portly man of medium height.  He has blond hair and
cheerful blue eyes.  He has a happy smile on his face and is chuckling at
some private joke.  His clothing is clean and he wears a heavy canvas apron
with many pockets that appear to be full.  Type list and he will show you a
helpful listing of the different things you may buy here along with the
price of each.
He is a human approximately 5'8" tall.
