NPC: Elpest
Long Desc: The attendant to the center, Elpest, walks about here sorting new donations.

After retiring from his old job at a jewelry center, this old gnome was
specifically called out of retirement by the Council of Seven to attend to,
what they consider, this very important post.  Knowing how Elpest had a
serious love for tinkering with rare and random objects, the Council knew
Elpest would accept the job.  Like a grandfather in apperances, his old grey
beard drooping past his neck, this seasoned gentleman may be the perfect
person to ask about the center, or donating in general.
He is a gnome approximately 4'1" tall.
