Long Desc: A caretaker is here, picking up trash and complaining about litterbugs.

The caretaker looks grumpy and overworked as he goes about the village
keeping things clean.  He is wearing a rather badly soiled pair of leggings
and a tunic in a similar state.  You wonder if he gets this filthy keeping
the village clean or if he just has a somewhat less than fastidious nature.
He is muttering things about litterbugs under his breath as he goes about
his duties.
He is a half-elf approximately 5'1" tall.
