NPC: A footpad trainee
Long Desc: A footpad trainee is here trying to pick your pocket.

There is a rather grubby boy that looks to be about seven years old here.
He is small and quick but is still very clumsy in the art of picking
pockets.  The little rascal is a real charmer, doing his best to make his
victims think that he bumped into them while playing.  This ploy doesn't
fool you for an instant and you consider boxing the lad's ears for him!
He is a half-elf approximately 5'1" tall.
