NPC: An old thief
Long Desc: A shifty looking halfling lurks here.

Standing here dressed in a dark cape that seems to call the nearby
shadows to it.  Looking closely, the observer can make out the chiseled
features of the halfling who waits patiently.  From the look of him, he has
been involved in a number of nefarious deeds in his career.  Then again,
who's to say that his career is behind him?
He is a halfling approximately 3'1" tall.
