NPC: The city magistrate
Long Desc: The city magistrate goes over a list of reports.

This busy little man rushes about his room looking at the different
wanted posters and taking notes in a small black notebook.  He has to be the
most untidy man youve ever seen.  He has a fresh white shirt on, yet in his
panic to get to work today he has only managed to get five of his seven
buttons into the button holes, and three of them arent even in the right
holes.  As you look down at his socks you notice they do not match, but his
shoes are well polished.  Even with his untidy appearance there does not
seem to be a bit of dirt about him.  He is a perfect example of someone who
is both messy yet clean.
He is a human approximately 5'9" tall.
