Long Desc: A visiting official from Rune inspects his surroundings expectantly.

This man comes dressed in an official-looking green vest and straight
slacks.  He and a team of his colleagues have traveled from Rune to inspect
New Kolvir.  He looks around at the people, assessing how they are
recovering from the destruction of Kolvir in their new environment.  He
glances at the castle walls, inner and outer, checking their strength and
quality.
He is a human approximately 5'7" tall.
