Long Desc: An anarchic bandit is here hiding in the shadows.

This bandit's disdain for civilization and for the needs or concerns of
others rules his life.  He wishes nothing more than to relieve you of your
valuables and sell them to fund his movement for total chaos.  You are the
next victim and he makes sure you know why.  "You support Agrippa, you are
part of the oppressive regime, I shall make you pay."  His wish is to blow
up everything.
He is a human approximately 5'9" tall.
