NPC: A gnome goat herder
Long Desc: A gnome goat herder is here, gathering his flock.

The gnome goat herder keeps a constant eye on his entire flock of goats.
Whenever you draw near one of the ugly beasts, he places his hand upon the
hilt of his mace and stares at you coldly.  The herder is very protective of
his flock of goats and would gladly fight to the death to keep the animals
safe from any harm.
He is a gnome approximately 4'2" tall.
