NPC: A small turtle
Long Desc: Somebody has let their pet turtle get loose.

It is a little turtle, about the size of a small plate.  As you walk by
it pulls it's head down into it's shell.  You begin to feel sorry for the
little guy and think about trying to find it a home.
He is a reptile approximately 3'6" tall.
