NPC: A tubby woman
Long Desc: A tubby woman is here, absent-mindedly watching the animals.

This portly lady ambles around the room, tinkering with cages and
refilling food bowls.  Her overall is somewhat cleaner than you'd expect of
a shelter volunteer; it looks as if she avoids mucking out the enclosures
and enjoys more petting the animals she is surrounded by.  She daintily
gathers up some used parchment from inside a stall, wrinkling her nose as
she does so.  Her manner seems to put the pets around her at ease.
She is a human approximately 5'8" tall.
