NPC: An undead mayor
Long Desc: A shadowy form stares at you with blazen white eyes.

The unearthly form of the long-dead mayor floats above the ground.
Killed by one of the Overlord's assassins, the mayor's overwhelming desire
for revenge binds him to this plane of existence.  He slowly moves around
this area, searching for the murderer.  He has mistakenly killed many
adventurers, but feels no remorse for his actions.
It is a wraith approximately 5'6" tall.

- Complicated Shadows (240-241) from Lord Agrippa.
