NPC: A starving citizen
Long Desc: A starving citizen is here, wondering where the next meal will come from.

Standing before you is a rather hungry looking dracon.  From what you can
see, it hasn't had a decent meal in quite some time.  Watching you with a
dull glint in its eye, you suspect this hungry soul may be sizing you up as
the main course.  Given its large size it would be a formidable opponent
even when starved.  In fact, being hungry may make it all that more
dangerous.
He is a dracon approximately 5'0" tall.
