NPC: The matron mother
Long Desc: A short, noble looking fairy is here, flittering around the city.

The matron mother has been hired by the Council of Seven to reward those who
have defeated members of the swarm from the land of Shamrock.  Although she
herself could be mistaken for one of their strange kind, she prides her self
on staying 'normal,' compared to those odd creatures.  To claim your reward,
you should just give her your clovers or charms.
She is a faerie approximately 0'3" tall.
