NPC: The loan officer
Long Desc: The loan officer is here, reviewing some applications.

This woman has been learning the rules and regulations of the bank for
some time now, and has finally become the loan officer.  However, her many
years of studying have taken their toll.  There are large wrinkles
surrounding her eyes, and her hands are twisted and cramped from writing too
many contracts.  Her disposition is obviously quite harsh, and she glares at
you as you enter the room.
She is a dracon approximately 5'1" tall.
