NPC: A cheerful resident
Long Desc: A resident of Decara is here, cheerful in spite of his problems.

Standing before you is a rather shabbily dressed resident of Decara
whistling a happy sounding tune.  Though this dracon does not seem to be
well of in terms of material goods it is obvious from his actions that he
possesses a very positive outlook on life.  Even in troubled times it seems
that this fellow can find the bright side of whatever comes his way.
He is a dracon approximately 4'1" tall.
