NPC: The Big Kahuna
Long Desc: A crazed little man jumping around and babbling is here.

A small crazed man wearing a garishly painted, wooden tiki mask bounces
and hops around screaming to all who listen.  Half of what he yells is utter
nonsense but a few phrases catch at the ears.  He's wearing an orange and
yellow stripped garment that he keeps tripping over the hem of.  In his left
hand, he shakes a rattle made of shark's teeth and in his right he holds a
long ago shrunken head.
He is a human approximately 5'7" tall.
