NPC: A kender vagrant
Long Desc: A kender vagrant verbally abuses those who pass by.

The kender are cocky, rude, arrogant, and most of all, street rats.  They
hang out in the alleyways and dark hallways begging for money, and stealing
it when they can.  They are masters at putting people down, and tend to only
stop if handed some money.
He is a kender approximately 5'7" tall.

This NPC can be found in: Maldra Keep.
This mob is required by the following quests:
- Come Back Thief! (120-240) from Lord Maldra.
- Baby Doom (180-240) from Lord Maldra.
