NPC: A suspicious-looking cult member
Long Desc: A robed mermaid swims in the shadows, avoiding eye contact.

This woman would be a rather suspicious individual ordinarily, such an
attractive woman lurking in such parts as these, disguising her face and
body with a big, lumpy, form-concealing robe.  Yet, she manages to be even
more suspicious by having no legs; mermaids are not common in these parts,
particularly in land-locked Kolvir.  Something's going on around here, but
it's not clear what.
She is a mermaid approximately 5'6" tall.
