NPC: A miniature void cyclone
Long Desc: A small whirlwind is churning furiously in the center of the road.

This bizarre creature must have been summoned here directly from the
astral plane.  It is an embodiment of the void, and air is constantly
propelled away from its swirling form.  The spirit in the midst of the
cyclone is probably not happy about being trapped in the physical world, and
will take its anger out on anyone it comes across.
It is a unique approximately 4'8" tall.
