NPC: A garbage man
Long Desc: A garbage man pulls along a cart as he collects trash for disposal.

Wearing green overalls, the garbage man, walks from place to place
picking up garbage left on the curb by the citizens.  He pulls a small cart
behind him so is oft to making trips to the incinerator.  It is a dirty job
but it does leave this newly developed section in a pristine state.
He is a human approximately 5'8" tall.
