NPC: A lost puppy
Long Desc: A lonely little puppy cowers as you approach.

This little puppy has become lost, and it is uncertain where he lives or
who his owners are as it appears his collar was too big and come off.  He
seems to know who the dog catcher is and is desperately trying to escape
being caught so that he can keep trying to find his way home.
He is a domestic dog approximately 3'5" tall.
