NPC: A nomad rogue
Long Desc: A ragged looking nomad wanders around looking for trouble.

Half-elves often turn to the nomad life.  Most of these gypsies haven't
mastered the art of magic to which they are born with from their elvish side
but often can perform what is referred to as parlor tricks.  They are dirty,
and often take to stealing anything that isn't bolted down, and some stuff
that is.
He is a half-elf approximately 5'1" tall.
