NPC: A dog catcher
Long Desc: A man dressed in a white overalls looks around carefully for any stray dogs.

The dog catcher may not be the most liked person in the neighborhood,
unless you are a cat person.  His job is however somewhat vital to the
housing district, strays have been caught running around digging up gardens
and causing problems for the residents.  He carries a big net on a long pole
and is often dressed in a large white pair of overalls.
He is a human approximately 5'8" tall.
