NPC: A strange twist of weeds
Long Desc: Pockets of air collect around a twist of weeds here.

This twist of weeds seems to morph under your eye as you look.  Forming
the shape of some kind of water beast.  No features nor arms, it seems to
twist and turn in the water.  Air bubbles escape from various parts of it
occasionally making you wonder what manner of creature it is.
It is a water weird approximately 24'1" tall.
