NPC: A Pirate's Cove groundskeeper
Long Desc: A retired sailor wanders the streets cleaning as he goes.

He is an old retired sailor, too tired and slow to fight anyone anymore.
He cleans the streets, yearning for the days when he sailed the great
Oceanus Ingenii.  You can tell from the scars and the sad look on his face
that this sailor has seen many a voyage.  He must have been a pretty good
sailor to have lived long enough to retire.  He has a large tatoo on his
right forearm of a sailing vessel and a deep blue anchor on the left
forearm.
He is a dracon approximately 4'1" tall.
