NPC: A tricky thief
Long Desc: Glittering eyes peer out from the shadows.

Peering from the shadows that cloak him, this dark clad creature seems
more than a little suspicious looking lurking in this residential area.
Though New Rigel is home to thieves, it is quite unnerving to think of them
running rampant near one's home.  This fellow is one to keep an eye on for
sure since trouble is sure to follow close behind.
She is a fey approximately 4'7" tall.
