NPC: A fisherman
Long Desc: A man stands thigh-deep in the water, casting his line.

A weathered, old, man stands here in his thigh-high waders.  He wears a
floppy hat with various lures, and hooks pinned to it.  He is repeatedly
casting his line out into the middle of the water, but is yet unsuccessful
in catching his dinner.  You notice a "no fishing" sign on the river bank
and think about informing him, but decide it would be too much effort.
He is a human approximately 5'9" tall.
