NPC: A goblin in waders
Long Desc: Trudging through the water, a bored goblin stalks.

This goblin probably could have chosen a better place to ambush adventurers,
if this is his aim.  His large, waterproof boots fit poorly, and seem wholly
unnecessary.  There is a loud, sloshing sound as he walks, and his faces
displays an occasional cringe as water seeps in through holes.  His face is
pale, for a goblin, from lack of sunlight and proper nutrition, whatever
proper nutrition is for a goblin.  His arms are gangly, but his legs look
muscled, likely from walking this horrible path for far too long.
He is a goblin approximately 3'5" tall.
