NPC: A Kolvir archer
Long Desc: A Kolvir tower archer is here, scanning the city streets for trouble.

The archer stands ever vigilant upon the towers of New Kolvir.  Scanning
out over the horrizon, searching for anything that might be out of place.
The archer has been renowed for his skill in the bow, making unwanted
visitors to hesitate coming within bowshot of them.  Their armor is similar
to that of the guards, many shades of blue, swirled together, to help
camouflage them against the sky.
He is a human approximately 5'8" tall.
